前
言
为推进全市教育事业发展,高质量建成区域教育中心,支撑宜宾加快建成社会主义现代化的国家区域中心城市,根据《四川省“十四五”教育发展规划》和《宜宾市国民经济和社会发展第十四个五年规划和二〇三五年远景目标纲要》文件精神,结合我市教育改革发展实际,制定本规划。
“十三五”以来,宜宾市全面加强党对教育工作的领导,落实立德树人根本任务,推进各级各类教育优质发展,深化教育领域综合改革,教育事业发展取得重大成就,为全面开启新时代教育强市新征程奠定了坚实基础。
“十四五”期间,宜宾将立足新发展阶段,完整、准确、全面贯彻新发展理念,积极融入新发展格局,实施“一一四五”教育发展战略,即:一个目标(高质量建成区域教育中心)、一条主线(始终坚持高质量发展)、四大板块(基础教育、职业教育、高等教育、终身教育)、五大抓手(教师队伍、科研引领、智慧教育、交流合作、教育治理),推进高质量教育体系建设,为加快建设社会主义现代化的国家区域中心城市提供智力支撑和人才保障。

乘势而上,全面开启建设现代化 教育强市的新征程
“十三五”时期,市委、市政府高度重视教育工作,坚持优先发展教育,大力实施科教兴市和人才强市战略,开启了加快推进教育现代化、建设教育强市、办好人民满意教育的历史新征程,教育事业发展取得长足进步,为宜宾全面建成小康社会作出了重要贡献。
一、发展背景 (一)发展基础 党对教育工作的全面领导展现新作为。***新时代中国特色社会主义思想学习宣传贯彻工作深入开展,党对教育工作的领导体制机制不断健全。积极推进党建品牌培育工作,教育系统党的建设切实加强,科学化水平不断提高。“不忘初心、牢记使命”主题教育活动等扎实推进,从严治党主体责任全面落实,意识形态工作持续巩固,党风廉政建设全面加强,教育系统安全稳定得到有效维护。
基本公共教育服务彰显新成效。普惠性幼儿园覆盖率达到83.56%,公办园在园幼儿占比达到 49.87%,学前三年毛入园率达到 90.48%,有效缓解了学前教育“入园难”问题。县域义务教育基本均衡实现全覆盖,义务教育阶段“大班额”问题全面消除,九年义务教育巩固率达到 97.48%。10 个县(区)全部通过“全国
— 2 — 义务教育发展基本均衡县(市、区)”督导评估认定,先于全国、全省两年实现目标。加强普通高中教育质量协同提升责任区建设,实施贫困地区普通高中教育行动。高中阶段毛入学率达到 95.71%。统筹保障进城农民工、流动人口子女受教育权利。不断完善特殊教育体系建设,义务教育阶段特殊学校覆盖面达到 100%,残疾儿童义务教育入学率达到 96.02%。
教育美誉度实现新提升。全面落实立德树人根本任务,深入推进思想政治课(以下简称思政课)改革,获评国家级德育精品课 14 例,1 项研究成果获四川省一等奖,3 个幼教课程建设案例被教育部采用并推广应用,乡村美育工作走在全国前列。有序推进高中阶段学校考试招生制度改革试点、普通高中学生综合素质评价和“选课走班”试点。实施职业教育“提品质铸品牌”工程,参加全省技能大赛连续五年获奖总量位居全省第二。优化职业学校布局和专业设置,基本覆盖全市重点产业与行业,有力支撑区域产业发展。高起点推进高教园区建设,不断推进育人方式改革,高层次创新人才培养机制迈出坚实步伐。构建学习型社会,积极推进社区教育工作,南溪区入围第四批国家级农村职业教育和成人教育示范县。教育领域综合改革向纵深推进,13 个国家级、省级教育改革试点项目全面落地。
教育保障迈上新台阶。财政性教育投入实现“两个只增不减”,“十三五”期间财政性教育经费投入达到 347.63 亿元。县域内实现城乡义务教育学校建设标准统一、教师编制标准统一、生均公
— 3 — 用经费基准定额标准统一、基本装备配置标准统一,“三免一补”实现全覆盖。“全面改薄”工程项目全面完成,全市农村义务教育薄弱学校和办学点基本办学条件得到持续改善。建成县域教育城域网 8 个,“校校通”接入学校 1413 所,通网比例达到 100%,智慧教育建设取得重要进展。全面推进...
